You need to install Language pack.

Use Free Audio Cutter or Jointer that we give in Installation media as Supported Software. Also you can download from VoiceIndia.co.in/Download
And another way is there are many free online services that allows you to cut, merge your audio.

I want to add Background music in My Audio, How can I?

You are better thinking, you can using audio editor software.
Don’t use Audio that contain Music, DJ, Drums and extra Noise. They are not hear proper on receivers Mobile.
